Development Application Narrative – 184 West Terrace, Carrieton SA 5432 Proposal: Install a single-storey expandable transportable dwelling (Class 1a), associated site works, 22,500 L static water tank, off-grid power system in a small shed, onsite wastewater system, and a 10 m × 6 m open carport/pergola with Colorbond roof. Site & access: Vacant township allotment with no vegetation or trees. Wire fencing to all boundaries with a vehicular gate on the front (West Terrace) boundary at the RHS. Front road is unsealed (gravel). No sewer or grid power. Dwelling: Factory-built expandable unit to be permanently installed and certified as Class 1a. Dimensions when expanded: 11,800 mm × 6,540 mm (˜77 m²). Setbacks: 18.0 m to front; 3.0 m to RHS boundary (maintained as a clear vehicle/CFS access corridor to rear); LHS and rear as shown on the site plan. Footings and tie-downs will be engineered to NCC/AS 2870 based on a site classification. The unit is supplied with internal electrical and plumbing to Australian standards; all on-site works will be completed and certified by SA-licensed contractors. Water: One 22,500 L poly tank positioned approximately 2.0 m to the rear LHS of the dwelling on a compacted road-base pad. The 3.0 m RHS side setback provides all-weather vehicle access to the dwelling and rear carport. Surrounds at rear and turning areas will be finished in compacted road base. Carport/pergola & parking: 10 m × 6 m open treated-pine carport/pergola with Color bond roofing, engineered for local wind actions. Floor and immediate surrounds in compacted road base to provide all-weather parking and safe turning/egress via the RHS access. Services: • Power: Off-grid 48-V system inside a 2 m × 2 m weatherproof shed; installed/commissioned by a SA-licensed electrician with certificate of compliance. • Wastewater: Septic (black and grey water) designed/installed by a SA-licensed plumber, supported by soil/percolation testing and lodged for Wastewater Works Approval. • Stormwater: Roof water to tanks and/or on-site infiltration per engineer/plumber advice to prevent nuisance discharge. . Single-storey scale, generous 18 m front setback, and neat finishes maintain township character with no unreasonable overlooking or overshadowing. Earthworks are minor; house pad sits 450mm higher than natural ground and naturally reposes to the lower. Any disturbed areas will be stabilized or retained.
